DESIGN REVIEW MINUTES
PLANNING AND ZONING COMMISSION
FEBRUARY 8, 2012


A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 8, 2012.

CALL TO ORDER

The meeting was called to order at 7:00 p.m.

ROLL CALL

Also Present:
      Michael Dayton, Town Planner
Jim Kulpa, Asst. Town Engineer

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Mary Whaples would be voting in place in Kathy Salemi and be acting secretary, and Crystal Hernandez would be voting in place of Paul Roczynski. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN MODIFICATION APPLICATION – 211, 195, 133 Riverside Drive, Construction of new concrete and bituminous sidewalks, patios, benches, trash containers, lighting and landscaping between existing buildings and the Connecticut River.

Upon a motion by John Grottole, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Modification Application with the following conditions:

  • 1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
  • 2.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
  • 3.      Provide a site plan approval signature block on each sheet of the plan set.
  • 4.      Provide separate plans for each application and label them accordingly.
  • 5.      On sheets L-1 and UP-1, Specify for the repair of the existing lawn with grass pavers where it will be disturbed by the installation of proposed site lighting using detail 7 on the sheet L-4.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION:  211, 195, 133 Riverside Drive, Construction of new concrete and bituminous sidewalks, patios, benches, trash containers, lighting and landscaping between existing buildings and the Connecticut River.
Applicant: Goodwin College

Upon a motion by Mary Whaples, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

1.      Final plans are to be signed and stamped (ink & impression) by the Professional Engineer and Land Surveyor.
2.      Provide an erosion control signature block on sheet GP-1 of the plan set.
3.      Provide separate plans for each application and label them accordingly.

Applicant: Goodwin College

Upon a motion by Tom Fitzgerald, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2.      Final plans and fixed line mylars are to be signed and sealed by the professional engineer or land surveyor licensed in the State of Connecticut that is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Consult with the Town of East Hartford Inspections and Permits department to seek their approval of the proposed accessible parking space revisions and parking space calculations.
5.      On sheet SP-1, revise the plan to depict the location of the Buckeye Pipeline.  
6.      On sheet SP-1, revise the hatch pattern for the bituminous concrete pavement to a pattern that does not resemble proposed pavement striping cross-hatching.
7.      On sheet GP-1, review and revise the proposed grading on the eastern side of the parking area there is an elevation 35 contour line that appears to need revision.
8.      On sheet UP-1 and SLP-1, revise the location of the proposed site lighting so that their locations coordinate, avoid conflicts with proposed trees/drainage structures and meet maximum intensities outlined within the zoning regulations.
9.      On sheet MD-1, add size and material specifications to the choker and reservoir course on the pervious pavement detail.
10.     On sheet MD-3, provide more detailed design information for the pervious concrete pavement including but not limited to reinforcing steel, expansion joint spacing, tooling, and construction joint spacing.
11.     Within the drainage computations provide proposed conditions capacity calculations and specify what was assumed for a proposed conditions runoff coefficient.
12.     Site Improvement Bond set in the amount of $11,000.00.

SITE PLAN APPLICATION –  1110 Main Street A.K.A. East Hartford Public Schools Central Office, Installation of a generator to an existing municipal building.
Applicant: Albert Costa, East Hartford Public Schools

Upon a motion by Pete Bonzani, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and sealed by the Land Surveyor, Professional Engineer, and Architect who is responsible for the work.
3.      Revise the site plan to conform to section 705.2b of the zoning regulations where applicable.
4.      On the site plan, provide a planning and zoning signature block and engineering inspection note per section 705.2 e of the zoning regulations.
5.      On the site plan, provide dimensions to layout and locate the proposed generator.
6.      On the site plan, provide a construction detail for the proposed concrete pad.
